Prior to being incorporated, the area that is now Shawnee Hills, Ohio was platted as a fishing community in the early 1920s. Because the primary focus of the area was to act as fishing lots, utilities were not installed until many years later. Because of the lack of utilities, Shawnee Hills did not experience rapid population growth, unlike the rest of Delaware County, which enjoyed a massive population boom. Over time, the rapid development of surrounding areas eventually led to Shawnee Hills also having utilities installed.
